Lead Time Without Blame

Lead time is a system property. When reviews sit for days because only two people can approve a regulated change, the delay is structural—not a personal failing of the author who opened the request.

Separate coding time from waiting time. Waiting dominates in most of the audits we run: environment locks, ambiguous ownership, and approval queues that open only on certain weekdays.

Publish stage definitions before you publish charts. If “in review” means different things across teams, the composite lead-time curve is fiction.

Use the audit to fund one bottleneck fix, not to rank squads. Delivery intelligence earns trust when it changes a queue, not when it embarrasses a team.
